Vienna has 5,818 homes, a median build year of 1971, and almost no room to grow. The Town's comprehensive plan describes new housing as mostly infill: lots divided, and existing houses enlarged or replaced. That produces a steady supply of open framing along Maple Avenue and the streets off Church Street, which is what batts need. Census counts show 1,557 homes from the 1960s and 1,063 from the 1950s, so most jobs begin in a house old enough to need attention.
We quote these jobs from Beulah Road to Lawyers Road and out to Hunter Mill Road. A batt goes in after the framer and electrician finish and before the drywall crew arrives, so scheduling matters more than square footage.

Permits are needed for additions, a finished basement, removing or framing walls, and electrical, plumbing or mechanical changes. Insulation on its own is not a listed trigger, and the state code lets the building official treat minor work as exempt, so batts over an existing attic floor are usually not a permit item. The official decides, and we check with the county first. Interior work above the basement that involves no exterior change typically needs no Town review.
Batts in Vienna: what fits and what does not
Batts belong in open bays. R-15 at 3.5 inches fits a 2x4 wall, R-21 at 5.5 inches fits a 2x6 wall, and R-30 or R-38 handles a garage ceiling or an attic floor laid in two courses. Closed plaster or drywall walls in a 1950s rancher cannot take a batt; those are dense-pack cellulose jobs. A floor full of wiring and bracing is better blown in, as in our fiberglass work, and a rim joist or cantilevered bay needs spray foam. The 2021 code lists R-15 for new wood-frame walls and R-19 for floors, and an unaltered house has no retrofit minimum.

Second-story addition on a 1960s one-story house
The new floor has about 1,100 square feet of 2x6 exterior wall and a 600-square-foot ceiling. Wall batts at $1.00 to $1.80 per square foot come to $1,100 to $1,980, and the ceiling at R-49 full height costs $1.20 to $2.00 per square foot, or $720 to $1,200. The total is $1,820 to $3,180. Fairfax County inspects after rough-in, and the Town's Planning and Zoning office reviews the addition for zoning. One to two days, depending on how the roof is framed.
Bedroom wing over the garage of a 1960s split-level
The room above the two-car garage is the coldest in January. Its ceiling below is about 420 square feet, and one knee wall borders the dormer. With the drywall down, R-38 batts and an air barrier go in at $630 to $1,050, and the knee wall adds $600 to $1,800. The package runs $1,230 to $2,850. The ducted bath fan and swapped cans are done while the ceiling is open, and the job takes one day before drywall repair.
Addresses outside the Town, and other limits
Some Vienna mailing addresses are not in the Town at all. Wolf Trap, Meadowlark Botanical Gardens, the Vienna Metro station near Nutley Street and Old Courthouse Road are unincorporated Fairfax County, and so is Pimmit Hills, which began in 1950. Send us the street address and we tell you which offices apply. In Windover Heights, the Board of Review covers exterior work only; batts inside a wall are not exterior work, though a new addition's street face might be.
If the old fiber in an opened wall is dark at the bottom of the bay, we look for the leak or moisture behind it before any new insulation hides the problem. Pre-1978 houses fall under the federal lead-safe rule during demolition, which is your remodeler's responsibility, and we ask who is covering it.
Vienna Batt Questions, Town and County
Does the Town of Vienna inspect my batts, or does Fairfax County?
Fairfax County does. The Town of Vienna does not issue building permits, and the county serves as the building official even for addresses inside the Town. Energy review is part of the county permit for an addition or basement, so the batts stay exposed until the county inspector has seen them. The Town's Planning and Zoning office looks at zoning and site questions, which is a separate track.
What do finished basement walls need under the current code?
For new basement wall work, the 2021 Virginia code lists R-13 in the cavity or R-10 continuous insulation. Your permit drawings show which path applies, and we plan the wall around it before framing starts. Finishing a basement is permit work with Fairfax County, and the Town's Planning and Zoning office also reviews basement renovations. Batts are cut to the bay and left visible until inspection.
What goes in the ceiling of a second-story addition?
The code lists R-60 at the ceiling, and it accepts R-49 when that depth lies uncompressed at full height across the whole area, including over the top plates. The framing has to leave that height at the eaves, so we raise the point with your builder early. The new 2x6 walls below take R-21 at 5.5 inches, and the old attic next to the addition is flagged so you can decide whether to upgrade it.
What does a Westwood Manor-style garage wing cost to insulate with batts?
A 420-square-foot garage ceiling laid with R-38 and an air barrier at $1.50 to $2.50 per square foot is $630 to $1,050. One knee-wall area beside the bedroom adds $600 to $1,800, which brings the scope to $1,230 to $2,850. The drywall is a fire separation, and repairs to it can be permit work, so we check with Fairfax County before opening the ceiling.
My mailing address says Vienna but I live near Wolf Trap. Who permits my remodel?
Probably only Fairfax County. Wolf Trap, Meadowlark Botanical Gardens, Old Courthouse Road and the Vienna Metro station all sit outside the Town, and Vienna mailing addresses do not prove otherwise. In that case Land Development Services handles the permit and there is no Town zoning step. Send your street address, and we sort out which offices apply before we quote.
