Silver Spring is not the all-houses suburb people expect. In the Census figures for the Silver Spring area (ACS 2024, five-year), the median home dates to 1964, about 62 percent of units predate 1970, and only about 35 percent are houses, detached or attached. Around 60 percent sit in buildings of five or more units. Batts serve a narrow slice of that mix: places where the framing is showing or reachable. Think of a bungalow with open knee walls off Georgia Avenue, a rambler kitchen taken down to studs, or a townhouse attic with a few tired inches of old fiberglass. A closed plaster wall is a different job, and we say so below.

Where batts lose to another material between Sligo Creek Parkway and the Beltway
Plaster or drywall that stays in place puts a batt out of reach; that wall wants dense-pack cellulose blown through drilled holes. A wide, clear attic floor moves faster with blown fiberglass. Air pouring past a cold rim joist or a garage ceiling needs spray foam, since a batt does not seal anything. In a high-rise near Downtown Silver Spring, the walls and roof are usually common property, and batts are not the tool anyway.
Nobody requires R-49 in a house that is already built; it is the ENERGY STAR-style goal for attic floors. Maryland's 2021 energy code, adopted in May 2023, governs new work and additions, and Montgomery County adds its own amendments. The thicker the batt, the higher the number: R-30 is roughly 8.25 to 10 inches deep, R-38 about 12.

Finishing the attic bedroom in a Woodside Park bungalow
The owners are turning an unfinished half-story into a bedroom. Two knee-wall areas are priced separately, $600 to $1,800 apiece, and the 450-square-foot attic floor behind them runs $540 to $900 at the floor-batt rate. Add the lines and the job lands at $1,740 to $4,500. We work on our knees in the pockets and stage batts from the stair. Baffles go in at the eaves so the roof vent stays open, and any knob-and-tube wire we find is left for an electrician to evaluate, never buried. One day, no plaster to disturb.
A small kitchen gut in a 1960s rambler near Colesville Road, plus its attic floor
Two exterior walls are down to 2x4 studs, and the drywall hangers are booked for Thursday. R-15 batts are cut to each bay and split around the new wire. Our single-room band is $800 to $2,500, and a kitchen this size sits near the low end. The 900-square-foot attic floor above holds about 4 inches of old fill; batts to R-49 at $1.20 to $2.00 per square foot add $1,080 to $1,800, for $1,880 to $4,300 in all. The bath fan hose is reconnected to a roof cap. Plan two days: walls first, then the attic.
Permits: a Wheaton office and a city next door
Silver Spring has no city government of its own, so permits come from Montgomery County's Department of Permitting Services. Its published permit and no-permit lists never mention insulation. Batts in existing framing are usually not a permit item, though the building official has the last word, and we call DPS for your address before we start. The remodel around the batts is another matter. Shifting a wall, finishing a basement or rewiring is permit work, and that permit belongs to the whole project. Takoma Park, the separate city next to Downtown Silver Spring, asks for its Municipality Letter ahead of a County permit.
Forest Glen, Linden and historic review
Forest Glen has its own community identity and a Silver Spring mailing address. With Linden, it holds one of the County's small Master Plan historic districts, designated in 1993. We found no Silver Spring Historic District, and nothing we verified puts ordinary streets under review. Interior insulation is exempt from the County's Historic Area Work Permit anyway; exterior changes on a designated property are not.
Pepco, Washington Gas and WSSC Water commonly serve Silver Spring addresses, though that varies by street. It does not change how we fit a batt.

Usually that ceiling, the attic above it and the roof belong to the association, so the board or management office decides, not us. Inside your own unit it is different: if you are opening partition walls in a renovation, batts in those bays are ordinary work, though many buildings want alteration paperwork first. My Silver Spring mailing address says Takoma Park. Does that change a batt job?
It can. Takoma Park is its own city, and it asks for a Municipality Letter before a County permit is issued for renovation work, so a permit-triggering remodel inside city limits has one more step. Neighbors on a Silver Spring address can be on either side of the line, so we check the parcel first. For insulation alone the County position is the same, and we confirm it with the County before we start.
What does a two-pocket knee-wall job cost in a Woodside Park bungalow?
Budget $600 to $1,800 for each knee-wall area, which puts a pair at $1,200 to $3,600, then $1.20 to $2.00 a square foot for floor batts in the attic behind them. Reach matters most: a pocket opened from a stair door costs less than one that means a 30-inch crawl. The written estimate lists every area as a separate line.
Which batt goes in the 2x4 walls of a 1960s rambler addition?
A 2x4 bay is 3.5 inches deep, so the choice is R-13 or the denser R-15 in fiberglass, or R-15 in mineral wool, which runs about R-3.8 to R-4.3 per inch. Anything thicker gets compressed and loses the R-value you paid for. We measure the bay, cut each batt to width and split it around wires, then photograph the bays before drywall.
Does the Forest Glen and Linden historic district affect insulating my house?
Interior batts are outside its reach. Montgomery County's historic permit covers exterior changes to designated properties, and it is not needed for interior work or ordinary upkeep; an attic floor or an opened wall is interior.
