Insulation alone is usually not a permit item, but the code leaves that call to the building official, so we confirm with the right desk first. For new finishing work, the 2021 Virginia table lists R-13 in the cavity, or R-10 continuous, on basement walls. A 3.5 inch R-13 or R-15 batt fills a 2x4 bay completely. Each one is split around cables and pipes instead of pushed behind them, because a squashed or gapped batt never reaches its labeled value.
Is a second layer of batts enough on top of the old attic layer?
That depends on what is under the boxes. ENERGY STAR suggests R-49 where 3 to 4 inches already sit there and R-60 over bare joists, and no Virginia rule makes an existing house catch up. If the old layer is dry and merely flattened, unfaced R-38, about 12 inches deep, laid crosswise lands near R-49 and also covers the joist tops. If it is wet, matted or fouled it comes out, or we switch to blown fiber, and the quote says so.

When a batt is the wrong answer in Manassas

We found nothing that regulates interior insulation. Whether exterior patching or a new attic vent needs a certificate is a question for the City, so we ask before touching the outside of a house.
Do wall batts in a finished basement need an inspection before drywall?
Finishing a basement needs a building permit, and the insulated cavities stay uncovered until the inspector has reviewed the framing and whatever else the permit calls for. That is why we schedule the wall visit around the inspection rather than around our own calendar.

We measure what is there, compare it with the ENERGY STAR level of R-49 for an attic that already holds 3 to 4 inches, and lay unfaced batts crosswise over the old ones when the old layer is sound.
